Major Arden housing project gets planning green light

Lystonvale Ltd have been granted permission with 30 conditions to develop 82 residential units on lands at Arden, Tullamore, to the south of Eiscir Meadows and east of the Educate Together School.

The development will consist of six two-storey, two bedded terraced/end of terrace/semi-detached houses, 20 two-storey three bed terraced/end of terrace units, and 28 two-storey three bed semi-detached houses, as well as two two-storey three bed detached homes and 10 three storey four-bed semi detached houses.

There will also be eight three-bed duplexes over eight two-bed ground floor apartments, all with associated site works, roads and open spaces together with 167 car parking spaces, including 105 on-street and 62 off-street.

The development will have access onto Collins' Lane via the existing link road, and will have road and pedstrian connections to the future development on lands to the east which will have road and pedestrain access to the Arden Road, all on a site of 2.594 HA.

Included in the 30 conditions is that prior to the commencment of the development, the developer make a contribution of €246,820 payable to Offaly County Council in accordance with the Council's Development Scheme of towards community and open spaces as well as roads and flood relief work.

A bond of €410,000 must also be paid prior to the commencement of the development to the planning authorty to ensure the development is carried out to an acceptable construction standard.

Also included in the conditions are directions on landscaping, roof finish, proposed noise control, details of open spaces and all roads, footpaths and public lighting be completed in the interests of proper planning.
There were two submissions made on the development, one by Mr E Quinn, C/O 7 Pearse Park, Tullamore, who was concerned about the three story building duplex apartments adjacent to the Educate Together School. He said they were not in keeping with the overall residential developments of Bobury Woods, Eiscir and Droim Laith and should be revised to two-storey level.

He also asked that the developer finish the spur road as the access point to Collins' Lane, and details of bin storage and crime prevention through design be detailed by the developer.

In his submission, James Walsh of 30 Wesley Lawns, Sandyford, Dublin 16 was concerned that there were six three-bed semi-detached houses which overlooking the rear of two-storey semi-detached houses in Eiscir Island, Eiscir Summer Road, and Eiscir Meadows and that they were not in keeping with the overall character of neighbouring estates.

He also asked that the developer who had already been granted permission for 34 bungalows finish that development first before it begin the 82-housing development.
