Plans for Clara community hub go for public consultation

By Rebekah O'Reilly

Plans to redevelop the former Clara co-op building on River Street have gone on public display.

The proposed development would transform the existing two-storey mixed-use building into a multi-purpose community facility and coffee shop, with works including alterations, extensions and a change of use from retail and residential uses.

The plans, being pursued by Offaly County Council under the Part 8 process by which it seeks public views on its own proposals, also provide for the construction of a new single-storey community building and courtyard, along with associated site development works, services and landscaping. Plans for the Clara co-op building come following both in-person and online public consultation events hosted by Offaly County Council in July last on the refurbishment and redesign of the building, close to the junction with Bridge Street and Main Street.

In early 2024, it was confirmed the former Recks building on River Street would be acquired as part of the Government's Town and Village Renewal Scheme.

Later in the year, €50,000 funding was allocated for design and planning work on the proposal to convert a building on River Street to a multi-purpose community space.

Over the years the building has had many uses including a street mill, school, co-operative, retail and residential.

The proposed redevelopment will be available for public inspection for four weeks from Wednesday, July 29, at the offices of Offaly County Council at Town Hall, Cormac Street, Tullamore, and Áras an Chontae, Charleville Road, Tullamore. Plans and particulars of the development can also be viewed online at www.offaly.ie/c/public-consultation/.

Members of the public are invited to make submissions or observations on the proposal during the six-week consultation period, with views considered in relation to the proper planning and sustainable development of the area.

Submissions can be made in writing to the Regeneration Section, Offaly County Council, Áras an Chontae, Charleville Road, Tullamore, or by email to part8claracoop@offalycoco.ie. The closing date for submissions is Thursday, September 10, at 12 noon, and submissions should be headed “Part 8 - Clara Co-op”.
