Tenders invited for Rahan flood relief scheme plans

Tenders are being invited for engineering and environmental consultancy services for a proposed flood relief scheme at Tullybeg, Rahan.
Funded by the Office of Public Works (OPW), the scheme is designed to protect residential properties and the Rahan wastewater treatment plant from flooding along the right bank of the River Clodiagh.
The proposed flood defence works comprise approximately 430 metres of reinforced concrete flood defence wall along the riverbank, with embankments at the tie-in points.
The estimated €220,000 consultancy contract will cover the detailed design of the scheme, hydrological and hydraulic modelling, ground investigation specification and interpretation, review and validation of the completed Environmental Impact Assessment and Appropriate Assessment screening, and preparation of statutory consent documentation for approval under the Part 8 planning process.
The successful consultant will also be responsible for preparing the works package for delivery by OPW direct labour and carrying out Project Supervisor Design Process duties.
Services will also include construction-stage technical support and design authority, as well as the preparation of handover documentation. Procurement of a works contractor is not included in the commission. Instead, the flood defence works will be delivered directly by the Office of Public Works.
The proposed works will be subject to a range of environmental controls reflecting the sensitivity of the River Clodiagh and surrounding area.
These will include consideration of Inland Fisheries Ireland working windows, restrictions on vegetation removal during the bird nesting season, invasive species and crayfish plague biosecurity measures, and safeguards relating to the setting of the Rahan monastic complex.
The scheme site extends approximately 430 metres along the right bank of the River Clodiagh, between the Rahan wastewater treatment plant and Rahan Bridge in the townland of Tullybeg.
The contract is expected to run for 36 months. Applications for the tender are due to open at 12.30pm on September 18.
